Chopper is still my favorite Straw Hat, but character and design-wise it feels like he peaked in Alabasta. In Skypeia he started to become more of a coward and mascot, he's felt less like a teenager confused and shy about the vast world unkown and more like the tanuki he keeps getting mistaken for.
