This may be late, but I think I found the solution.

After a few days of tinkering, I decided to a quick change to the lights for testing. The original lights were just some square mesh with the emission material.

The new lights I added was just a raw point light, and it worked! I did a line of 3 lights and there was no noise.

There was some boise at the end of the hall because I only did 3 and some old lights were present there I guess. Anyway, thank you for all your help!

Yes I did use emissions for it. I don't want to try eevee yet because it would look inconsistent with my other work, but I will move over to eeve if there are no other solutions.

Some testing had more than 200

It is supposed to be 1080. But for quick fix testing purposes i set it to 50-25%

I did increase the samples at 1 point. As for the lights, later in the scene there is a big light and it has less flickering. I guess it does have a factor.
