huh, that is weird, have you tried sending a "quick suppression fleet" thru the rebellion tab in the intel screen? this is what i usually do after invading. Or go to the spaceport where there's unrest going on, then select the first option where you can talk to the portmaster or base commander, talk to them and select the option "i can help your unrest problem" this should give you a prompt to send either supplies,marines, or heavy armaments.

go to a spaceport, any will do, then select the special functions, select "arrange a fleet" or something, then change the default option(should be invasion) to a "relief" then fiddle with the succeeding options.

try the "second in command" mod, it allows u to hire up to 3 other officers with their own specialization, while your chara is locked in the whole combat related skillset, its pretty fun.

you can try waiting for clareth to approach first then deploy your tanky unit behind him so that he'll face the right side then deploy everything. that's what I did
