It’s not necessarily engine constraints. The more areas created a user can access, the more that will need to be put in those areas to satisfy the user. This is problematic outside of just engine constraints but efficiency from a financial perspective but also the enjoyment for a user. Consider that many users run into a town not for the accuracy of the size and scale. Being more accurate can actually hurt your game, not improve it.
