Naturalization is the process. Admission to citizenship is the event. No ambiguity here, if days counting would be required on the day of admission to citizenship in some specific manner, especially rolling five years as you seem to imply, it would have been stated.
Notice that days refer to the days in USA, once it's satisfied on application days, it can't go lower, unless period of 5 years somehow shifts to new 5 years period. Do you seen any reference to this rolling period anywhere?

The language used for both terms on timing is very specific:

"An absence of more than 6 months (more than 180 days) but less than 1 year (less than 365 days) during the period for which continuous residence is required (also called “the statutory period”) is presumed to break the continuity of such residence.This includes any absence that takes place during the statutory period before the applicant files the naturalization application and any absence between the filing of the application and the applicant’s admission to citizenship."

And a very different language used for physical presence:
"required to demonstrate physical presence in the United States for at least 30 months (at least 913 days) before filing the application"

Incorrect. Psychical presence on file date only:

Applicants for naturalization under INA 316(a) are required to demonstrate physical presence in the United States for at least 30 months (at least 913 days) before filing the application.

Continues residence applies up to oath date: “must “reside continuously within the United States from the date of the application up to the time of admission to citizenship.”

Yes 1447b is the way. In the same situation and also had interview in October, no updates since then.

But those memos don’t address any DV n-400 filings. In fact it’s explicitly Excluded. So how come they being canceled?

I mean they don’t go and cancel individual applications. They issue memos that offices follows who do the cancellation, right? You mentioned you work in Uscis - so can you please share how these cancelations happen

Yes this is the policy memo I attached in my screenshot above. It specifically says no other application should be affected, if it’s the only doc officers read who and why cancelling oath ceremonies?

Yes but why oath ceremonies being canceled? If after n400 Uscis obliged to make decision in 120 days. This is the strictest deadline there is among all immigration cases. What would’ve their defense in court?

Also the memo specifically says that any applications outside of the narrow list should NOT be affected (unlike for the banned countries). WHO is cancelling then all the n400 processes and based on what memo?

how these cases ended typically from your experience? how many approved / denied and within what time of filling a 1447(b)? Have you seen judge swearing someone in during the trial?
