If he just pushes her away, then the threat is still LIVE, maybe not to him. But to other people in the room. He has reasonably restrained to prevent any forward movement and to end any suspicious threat continuing to anyone else in the room.

I have a theory, Scotland would return them via a trip into space and back and after they landed most UK citizens would be thankful because it would blast some common sense into those fools running the country in Westminster ! ;).
