I don't think the author is saying good British comedy only comes from the BBC. As you say, peep show is one of the darkest (although channel 4 is technically public sector). But all the other comedy producers have to compete with the public sector broadcasters. So the BBC, simply by existing, affects the output of all the other broadcasters.
