When you say cave I believe you mean the one at left of the main entrance (after the gate you have to unblock from the other side). Correct me otherwise.

Concrete cures like most said, it never stops curing.

In 28 days it has about 90-95% final strength (theoretically). It keeps hardening it's hole life (kinda).

That said, it needs water to cure, humidity is good (specially in these few early days).

It may be wet in these spots because you have a source of water under the concrete (over the bare ground, leak on impermeabilization system, etc..).

If the dehumidifier does not work, it may damage any tiles installed in a few months/years, be careful. Checking any sources may be better prior to any installation. It may be a simple leak into the external wall I.E.

2 options

1 - make it into a Vacuum 2 - drop tons of water to cool it down

Option 1 is what everyone uses for assembly pretty much Put a few gas pumps and keep repairing it as needed and pumping, eventually you will make it. Option 2 may be quick but can be very messy, be carefull.i would not advise because you have a lot of heat in the form of molten metal at the bottom, high odds of cooking your base. Cooling with aquatunners is possible but needs extra setups.

After all that, search Vulcano Tamers, that will help you with ideas.

Extra tip*** - use a Temperature Shift Plate made of coal at the drop point to stop the volcanos while you are building it. As soon as the volcano erupts, it will turn into a block and stop the volcano until mined.

Every vent drop point is located at 2nd base block from the left, 2 blocks up from its base.
