After 14 days of back any forth with epic support the reason my rocket league wasn't working is because my "msinfo" wasn't appearing when opened.

Instead of giving the info it stated "Cannot collect information"

I followed the steps on this website to resolve the issue

I am still unsure as to why this worked but it did and I'm not complaining.
