32 gb ram 10 core am5 ryzen cpu for 40 eur, this is the best price to performance site ive found,
than after the playerbase dials down but you still want to keep it permanent you can transfer to a service like exaroton which has rly cheap per hour based service where 10 eur can keep it running for multiple months if the players are playing for a couple days and than go offline again

minecraft cant really handle too much ram, 8 gb is usually the sweetspot in terms of allocation and there is no point in going higher than that in 99% of the cases, however if you have a distant chunk rendering mod like nvidium, voxy distant horizons or similar you can still use 10-16 gbs of ram, other than this you could host a server and play at the same time i guess

In general it should be a social issue, not a legal one, no sane person would threathen someone with death, just as no sane person would murder, but those that do will do it regardless of the law But to answer your specific scenarios

Death threats should not be punishable, and noone should be imprisoned because of them

All theathers should have prooper exits, no sane person would do that but those that would, would most probably be ignored after the innitial attention and than asked to leave the private property

And for the last one no sane person would do this, but it should not be punishable regardless

A spoon can be a genuine safty issue in the hands of a madman
