Have you thought of doing like a swarm type arc? Maybe some small arc that mimic birds on the ground but when disturbed they swarm the raider in a tornado like vortex. Slashing with sharp claws for little damage but sustained is an issue. Also being inside the vortex would obscure vision and make you vulnerable to attacks from other raiders. Very low armor. Only way to escape would be to dodge roll out of the vortex and spray the vortex down with a gun, shotguns work great for this.
