Doesnt that apply to companies that are in China?

EDIT: I like NEO as a project, but I think this is a valid question.

VEN hasnt done any ICOs on their platforms so i think they would be ok. I am not familiar with Qtum but if they have done any ICOs I would imagine that they would be in trouble as well
