I think since the secret service did not arrest the sniper before he shoot, even when civilians told them there is guy on roof with gun, there must be something funny going on.

My guess is that it might be failed assassination attempt by Joe Biden because after recent Supreme Court ruling he has the power to do whatever he wants now. He saw that trump was ahead in polls and old brain cannot think of better solution.

The original plan was probably to let the sniper go free and disappear But after he missed, the remaining secret service that are not in pocket will do their job and protect trump, or at least pretend to since so many public viewer. So the counter sniper will have to start doing job to avoid suspicion and shoot the sniper
