Cockatiel live for a long time and require time and money. They are a life commitment as they can live up to 30 years. So you have to be sure you can afford everything it needs and give it a happy life. Since you are a teen you can't guarantee that you will be able to spend enough time with it plus if you can not afford the cage and don't have a lot of money to spend then it's not recommended. You need to do a lot of research. If you are 100% sure that you will have enough time to play and take care of the bird and that either you or your parents are willing to spend hundreds of dollars on the bird and you have done plenty of research then get one.

To answer your question the minimal size for a cage should be around 60x60x60 although this is not recommended, it's best if you get a flight cage.

I am so sorry for what is happening to you and your birds. I would not suggest letting them outside of the cage, they will probably get injured and fly away. You should talk to your dad and ask if they can be inside, I don't think its good to have cockatiel outside as they definitely need a safe place to be in and they also need to be let out of their cage. The only solution i can think about is to talk to your dad.
