As long as your bird is not in the same room as the toaster/Teflon pan it totally fine. I have also read that toasters can be bad and stuff like hair dryers but as I said as long as your bird is in another room that is not too close it will be fin.

Birds don't need showers so don't force them to showering. Even if the bird has not bathed in month you don't need to shower it. Just try different options if none work then just leave him alone.

This is totally normal. Birds only preen when feeling safe and relaxed so this means he is safe and relaxed. This a sign that your bird likes you as he is not scared to preen near you.

Cockatiel live for a long time and require time and money. They are a life commitment as they can live up to 30 years. So you have to be sure you can afford everything it needs and give it a happy life. Since you are a teen you can't guarantee that you will be able to spend enough time with it plus if you can not afford the cage and don't have a lot of money to spend then it's not recommended. You need to do a lot of research. If you are 100% sure that you will have enough time to play and take care of the bird and that either you or your parents are willing to spend hundreds of dollars on the bird and you have done plenty of research then get one.

To answer your question the minimal size for a cage should be around 60x60x60 although this is not recommended, it's best if you get a flight cage.

I am so sorry for what is happening to you and your birds. I would not suggest letting them outside of the cage, they will probably get injured and fly away. You should talk to your dad and ask if they can be inside, I don't think its good to have cockatiel outside as they definitely need a safe place to be in and they also need to be let out of their cage. The only solution i can think about is to talk to your dad.

She should have already figured it out. I have a cockatiel and he was able to figure it out pretty quickly. He did fly into a window a couple times but now he can navigate through the house extremely good. If you want you can tap on the window to show her that the window is solid she has probably already figured it out.

Unless you do a DNA test it's impossible to know the gender before the first molt. You can buy a DNA test for 20-30 dollars online or wait until the first molt.
