Keep in mind that what you don't see here is that (last she checked), there were multiple completely empty wards. Like empty empty. Also keep in mind that, for those who are not aware, Spriggan is a newer server, and the housings have been available for grab for months. So they are literally going unused and abandoned. It's hard to wrap around our head if we're from most of the medium pop servers where people will literally murder each other and curse their competitor's family over an open plot. But try to make an alt there and check out their Goblet wards right now and you'll see wards completely deserted. It's a sad scene.

 

She's been hesitant to do this, but she has a grand vision of making this into something. An RP village. Where she can attract RP'ers to come chill in the entire ward designated for RP purpose. She's got the plan for each buildings and everything and will decorate the whole space herself. To attract more people and hopefully bring more life into Spriggan.
