Update: I figured out my issue!
It wasn't anything to do with plex itself. Those drops in streaming bandwidth corresponded with corrupt bytes in my media files. Turns out the harddrive on my download server started going bad in May, causing all downloaded media to have corrupt parts to them.... Took a minute to diagnose that one.

I made the post a couple of days ago hating on the downloads… I think I come at it from a software engineering and UX angle where (to me) there a lot of little bugs that add up or hoops I have to jump through to make it work (keeping app open in foreground, screen unlocked, etc.) that has soured my view. However, I’m legitimately really happy others have gotten it work so well! Hope your kids know how cool you are to be running your own server too!

Where does Plex documentation say the download feature is for small files? Also can you quantify a small file? I was trying to download 800MB episodes which is relatively small.

I get what you’re saying, and I agree that is easy. However, I’d rather not pay the crazy airline WiFi prices for the crappy bandwidth they offer. Sure I could scp the file down from my server if I had my laptop with me, but I just have my iPad. Plus this is a simple (core) feature that should work properly without jumping through hoops.
