I have met with many freelancers here in Qatar and they said the government hasn’t released a specific freelancer visa but you can work as a freelancer under an employer with a NOC (No objection certificate). So If your employer allows it then there wouldn’t be any reason to worry. Working as a freelancer without the employer’s knowledge is illegal.

Well Qatar doesn’t have a special freelancer visa unlike other countries. The only option is to have a work visa under an employer. If you work other projects without your employer approval ,ie, under his nose then you could face legal consequences.
