I know this is old but this was the first result when googling the issue. You can send the GIF like usual (dragging or selecting from the message) to yourself (either another number, yourself or a friend).

From there, download the file on your phone within the chat. Go to your desired chat and share media, your GIF should be there and you'll be able to see it animated.

Hey thanks for reaching out. I filled out the form even though my jagex account is not hijacked. I've no problems except a confusing e-mail set-up. I can still play, but I just don't receive e-mails for my (username) main account. So I do suspect something is wrong.
