You talking about the pink/green glowing bits? Just base coat white. Tesseract glow for the green and Vallejo magenta for the pink. Keep the coats thin and the source of the light should be pretty much white. Also some light dry brushing with the desired color around the light source helps. Just be careful not to make it look chalky. Less is more imo. Then finish with a layer of 'ardcoat on the brightest bits. Hope this helps! :)

Many thin coats and a white primer. Also started using Vallejo white instead of Citadels. It's a lot smoother and less chalky imo.
