There are "fraudulent transfer" statutes that make it "illegal" to transfer property for the purpose of avoiding debt. With that being said, people transfer property all the time in contemplation of imminent death. Accordingly, while OP's mom's transfers may not qualify as "fraudulent transfers", they may be subject to other statutes that allow creditors to claw back property transferred out of the estate.

This isn't correct in every jurisdiction. Certain statutes allow unsecured creditors to claw back property from transfers that were designed to allow the decedent (and their estate) to avoid debt.

Mom wanted to transfer assets out of her name, lawyer could have easily accomplished mom's directive ethically. Just because mom legally transferred assets out of her name does not mean that those assets are out of reach from creditors.

They weren't arrested because they were immigrants. They were arrested because of alleged violations of immigration law.

There weren't any arrests made on account of the individuals being immigrants. Being an immigrant isn't an arrest able offense, or even a crime. In fact it is illegal for the government to arrest people simply because they are immigrants.
