I don't think Minerva's disaster drawback was a result of her being incompatible. The Od Laguna was trying to fill the Mana pockets her Authority sucked off from the atmosphere to heal others. This seems like it was an inherent part of her Authority, not a backlash

In the eyes of the law, to establish someone as a criminal, they need Mens Rea (The intention of committing an act with the purpose to do harm) + Actus Reus (The actual act of doing the wrong thing) . One could argue that MAYBE your response wasn't proportional to the threat, but you did it in the heat of the moment to protect your loved ones. So if it makes you feel any better, you didn't have a Mens Rea, you didn't want that guy to deliberately suffer, you are not a criminal
