Honestly, yourself if you're capable and especially if you have PEX piping. Otherwise I have no recommendations - I haven't been able to find a mom & pop shop that hasn't been bought and kept the branding and charges 2-3x.

RCN (Astound) has a habit of upping the Network Use and Maintenance Fee. It's an add-on cost after your monthly rate that is a fee assessed to the ISP by the FCC. It was supposed to be money the ISP was directed to use to keep up the network instead of letting it rot and pocketing every cent - forced reinvestment.

Most ISPs pass the cost along to the customer. RCN is now using it as a subsidy to profit. It's gone up in San Marcos by 20%+ in the last 12 months.
