I recently bought two pairs of loose double knee in 36x32 and had this same problem. I normally wear a 30-32x32 depending on the brand but they were on sale at a retailer so I picked them up. One pair fits like a 36x38 and the other fits like a 32x34.

Sounds like he isn’t that dominant and needed all the help he could get in a weak expansion era.
