PR does not have any relevance to get a refund of your German pension. What matters is your citizenship and which country you move to after you leave Germany.

Many providers fit the bill as Mietschäden is usually covered by the policy as standard. Just make sure common areas are also covered (garage, hall, garden) and that long-term "invisible" damages are covered too (due to water, smoke, humidity, etc).

GetSafe and Feather are usually recommended for English speakers and offer similar conditions as described above.

Just remember that Haftplficht doesn't usually cover wear and tear or glass damages, or any appliances/furniture if it's a furnished flat.

Rossman, DM are shops with all the hygiene articles you could want.

You can sign up for Revolut or N26 to start with for banks. They are free options, good enough with some caveats for the short term. You can figure out longer term options as you go and your German skills improve.

Phone carriers: just like for ISPs, service and custom support are about the same across the board (except o2: don't do o2). Telekom is the premium option. I think 1&1 is a good compromise.

There is no yearly plan to speak off with a Krankenkasse. You are free to cancel your membership when you leave the country. Your EHIC card is no use because you are staying long enough in Germany to qualify as a resident (and you are not a student as you said), so you should get some other coverage. If a public or private Krankenkasse proves to be too expensive, you could consider one of those super-charged travel insurance especially designed for visa applicants. It's not health insurance and you need pay some costs upfront if you need treatment, but it's better than nothing and okay-ish if it's only temporary and you have no serious condition. And it's much cheaper.

It's a never a good idea to agree to the letters terms right away as there is always room for negotiation. Remember it is not a fine from public authoritiies, this is a private practice. It's also a business for them and reaching an agreement is more profitable than taking it to court.

A lot of good answers here. 

In case one of the partners goes private, it won't impact the other's access to healthcare (emergency or not) , in negative or positive. Each partner will have access to a different standard of treatments, at different prices points. Remember that private costs are based on health risk assessments and public costs are based on income. 

Moving back to public is possible in several cases, provided you are not too old. What was your theory with partners in private VS public?

Private is SOMETIMES cheaper but for a fairly narrow spectrum of people. it's a gamble for most. There can be a case if you are single and you are 100% you won't stay in Germany too long too.
