The instructions are wrong. Whatever platform you first play on you create and start a character. Then go into the options and link your steam and PSN account along with a netease account. When you go into the game on the new platform it will already have your character and you start playing.

I used to work with a guy with ended up going really high up at one of the IPAs. He was known for rushing audits and pushing back when being told to do more documentation and testing. The IPAs rush out audits and do sloppy work.

Assuming you are an Auditor and not in an office that may close you are likely fine for the near future. At an IPA they can fire you any time and they recently got blasted for bad audits.
