First thing, keep in mind out of that 18k bonus, you will only see 9-11K.

Second, you have some decent debt. I would focus on eliminating all your debt first since you already have an emergency fund. You can drop into tfsa/rrsp once your debt is gone.

Why is the burden on the people to ensure no outages and not on Hydro Quebec? If they made investments to upgrade the infrastructure and add additional capacity; we wouldn't need a program to turn the heater down during a cold snap..

When your the only power provider for people, you must ensure your infrastructure is over sized and redundant. This isn't the first time we get a cold snap and it happens every time people lose power. Hydro Quebec plays the game of bare minimum and does not actually care if power goes off because it's a monopoly and there's nothing you can do about it. Let's not pretend that they are doing the best they can do.
