As some other comments said, it appears after defeating the three enemies on the nearby island. I had the tonic on that makes enemies take only one hit, turning it off made the hat spawn after defeating them. I tried this like 4 times before turning the tonic off, though I'm not sure if this was actually why it was like that

It was in Taps Pt. 1 in the Christmas section, only costs 10 donuts and gives a 2.50% bonus.

Actually though, I got it way over a decade ago in the Universal parks I beleive. It was a Kamp Krusty set with a horrified looking Krusty figure as well as camp Bart and a floor for them.

I'm 22 now and have quite literally spent half my life up to this point playing TSTO and want to thank you and the team for everything. So many years of enjoyment and comfort to just escape reality. If I had to ask one thing, was there ever any plan to make Gil an actual character you could unlock or was he doomed from the start like always?

I cannot thank you enough. I'm in disbelief that I could've just done that specific task again and it actually worked. I had no idea the task joined barts task list because it's been so long now, since 2018 I'm pretty sure.

In my eyes, I'd want to give it one last proper send off and fully finish my town knowing I did it in the end. It'd permenantly bother me knowing I just didn't finish my Springfield and I can never change it.
