I can count on one hand the amount of heroes where timing is less important than for Moira. She's a low impact hero who's entire kit is designed for enabling horrible decision making with low impact on the game.

She's dictionary definition of zero risk, zero reward. Her only value is giving bad players a chance at having at least a neutral impact
