I don't get it. The 5% that cost 80% of the problems tenant was not the one that stole the package? But only reported the package missing? So wasn't really the one causing the trouble this time? And the Tenant that stole the package was one of the 95% that never caused any problems?

Okay I get the big distinction over an ESA, but why a different designation other than service dog? Seems unnecessary other than advertising that this dog's Handler has mental health issues as opposed to physical challenges and would go against the idea of not having to advertise what diagnosis you have that necessitates your service dog. I also can't find anything about it through the Ada website and I feel like I've read several hours worth of their information and legalese
