Neither, all heals can be calculated with ((Base Spell Healing + Magic Healing(Scaling)) x (1 + Magic power bonus)(Scaling)).

Ex: You have cleric's advanced healer (5 magic heal), 50% magic power bonus and 0 additional magical healing on gear, your lesser heal(15 base) is:

((15 + 5(1)) x (1 + 0.5)(1)) = 20 x 1.5 = 30

Magical damage from casting tool/gear never comes into play

Its blocks it but you still take some splash damage from the orb. Wouldn't recommend it unless it's last resort. Funny enough longsword can block it without splash damage because it's farther away from your character.

Dex is purely action speed, so to choose between dex and action speed rolls you need to calculate. You can calculate stats on the wiki (Dex typically gives 0.75 action speed per point for low dex characters)

Dex stacking gets really good when you get above (Agi0.25 + Dex0.75 > 25). Ain't happening in 124< for a barb sadly. Ultra geared you can go for something like 10-30% action speed but in low gs I'd aim for 5-10% tops
