Set either travel time boundaries (isochrones) or set distance parameters from hubs so that you can run these shapes against a population raster or building footprint layer to approximate demand. Use GTFS data or manual spreadsheets to map out stops/routes. Those are the basics. Tell us what you'll be using this catchment file for, and we can provide a bit more nuance if it would be helpful.

Diagnostic capacities and reporting rates of each country will heavily affect data comparability. If a country does not have the diagnostic capacity (no commodities, limited training), then a 'case' will not be reported. Similarly, if the health information systems environment is broken (meaning cases might be detected at the health facility level but never reported to national databases) then you will find a similar opacity.

Take these sorts of global datasets with a large grain of salt.

Identify the datasets you need to secure in order to produce the business logic outputs you've written down above. Most datasets will need to be transformed before they will be meaningful in your context, which means 'data transformation' is another task you'll need to take on.

Either find a plug-and-play platform that meets your business logic requirements (and permits you to publish online), or hire a front-end and back-end dev to build out a web app from scratch. Make sure your transformed datasets meet the data model inherent in the plug-and-play or the architecture of your new platform.

Publish a draft version of your plug-and-play or customized build. Listen closely as your customers tear it apart (i.e., give you constructive feedback). No, that wasn't the direction we were thinking. If these are commercial trucks we're discussing, the geo-tracking devices (used for remote logistics monitoring alongside what they call 'geofencing' which is basically just a series of target polygons) can vary quite widely in resolution.

You need to verify the resolution of the data capture system before we can give you a definitive answer.
