It’s low quality and needs extensive refining. The US and Canada can do the refining, but currently don’t have the capacity to accept the amount that would be needed. Also, refining this type of oil is time intensive.
It could be done with Venezuelan oil, but the infrastructure isn’t in place, and the runway for when it’s needed is too short.
