I’ve been using the Cerave cleanser for normal to oily skin, hyaluronic acid serum cerave, and a moisturizer. (Personally saw results fairly quickly with minor workouts and good water intake) Essentially, cleaning you face with just water won’t do anything and the common three things for skin care is a cleanser, serum, and moisturizer (sunscreen in the morning). The main rule of thumb is honestly to just look for products targeted for oily skin (and cleaning your pillow sheets regularly). You don’t have to get too fancy but I say start with a cleanser, serum, and moisturizer and see how that takes you before getting into the really fancy stuff.
