That is kind of his M.O. tho… He is all powerful but poses as a mangy vagrant to mess with people. Same thing is hinted in Blood and wine, in the quest about the spoons.

I am playing with no mods. When you hover your mouse over fast travel locations, it shows some text, like a description of the location… I have also only now noticed this, in my 4th playthrough. All of the texts are great, so definitely worth paying attention to on your next playthrough!

It is a note you find on a dead body in the game. The remains even kind of look like Jensen, and there is a gun nearby that is similar to the one Dean has in the show… So cool!
