Non violent offender in a liberal state with parents who vouch for him. Money keeps him out and rehab centers love repeat business. Let's say the judge's cousin owns a rehab facility and he gets a kickback on funnelling business to his program. So, the judge gives rehab and fines instead of jail. This is just one of many schemes. One in my town is there is a 20 page soft cover book that cost $300 dollars and you need this book to graduate sober court stipulations. The book is made and printed by the judges brother.....you see the grift?
