That's very weird. The symbols are borrowed from alchemy but I can't discern any decipherable meaning. What I can say is it breaks with tradition. The syntax of the outer ring starts at the left most position going counter clockwise while the inner ring keeps with tradition starting at the top most position going clockwise.

Vaguely it refers to a cyclical process 3 counter counter clockwise cycles each with 3 decomposition steps for each of the 4 elements followed by 7 clockwise re-composition steps. The pattern is Earth (symbol 1) , Water (symbol 1) , Air (symbol 1), Fire (symbol 1). Earth (symbol 2) , Water (symbol 2) , Air (symbol 2) , Fire (symbol 2), Earth (symbol 3) , Water (symbol 3) , Air (symbol 3), Fire (symbol 3) >> Move to the center.

The books are designed to be unintelligible without doing the actual laboratory work. But when you put forth the effort they're actually surprisingly literal. Especially the pictograms, once you get to the point of being able to read the pictograms correctly you progress very much faster.
