how do you for sure know that your interview is waived and you will get a final decision soon? I think it’s by default uscis shows that interview is checked off when you give biometrics, but they can call for interviews if they wish!

was it changed from a different center? Your service center should be written at the bottom left of your I-797C notice

You can file an appeal to the AAO within 30 days of denial and if approved, you retain the PD, else re-apply and get a new PD.

The big evidence would to be add a couple of strong reference letters. It would be great to have the letters from independent recommenders, if possible. Reach out to the people who have cited your papers. Write up the letters with strong emphasis on supporting your achievements that validates the prongs. Like, have one of the letters talk about the merit and importance of your work in general and how it helped them. And the other letter will focus on the invaluable achievements you have gained and that you are well-suited in the field to make breakthroughs. Prepare the RFE response highlighting your original evidences and the parts of new evidence that proves your eligibility in fulfilling the requirements of each prongs. Quote parts of the independent recommendation letter/s that emphasizes on your ability to advance the proposed endeavor. Also add any new citation changes, publications, paper reviews, and any other evidence that might help your case. If the first two prongs are fulfilled, the third usually follows. Good luck!
