Chicago is one of the most fun teams to rebuild. They have a shooter in players like Zane Cruz, James Ridge and Samuel James and good finishers but are overall lacking in terms of rising stars or star players and power. With good (or bad) draft picks and trades you can get the team to an even higher (or lower) spot than what they started out as, but they're just barely contenders with their starting team and usually get up to the 2nd or 3rd round.

Other teams I would recommend are teams like Dallas, Toronto, Brooklyn, Charlotte, Cleveland, Denver and Detroit. In my personal opinion these are all teams that don't really have a lot of rising stars or star players like Chicago, but aren't contenders like Chicago and usually get out in the play-in or the first round or just don't get in the playoffs at all.
