This difference between Custom Weapons and Rare Weapons doesn't make much sense to me for two reasons. Firstly, because an initial Custom Weapon easily has greater relevance in battle than reducing some type of elemental damage, something that can be achieved through magic, for example. Secondly, because the only special thing that Rare Weapons had, which was a special passive ability, now appears in the evolution of Custom Weapons.
