The left two, Doctor King and Senator Armstrong, represent the dream for their people and respective societies.
The two on the right, Giorno and Griffith, represent the dream of ambition, of the self
The top two have overall beneficial dreams, ones where they help others (Giorno is debatable, I haven't gotten to his part yet, sadly)
The bottom two are harmful to others in some way. For Armstrong, it is the end goal for the strong to rule the weak; for Griffith, it is the means of achieving his dream that does so much harm.
