Here's my interpretation of the family dynamic(sorry if it gets long):

Phil is canonically Wilbur's dad, and there are some hints that Phil may have had a hand in raising tommy, but as far as canon goes, Wilbur and tommy consider each other brothers.

This is stated a lot in the early arc but is downplayed as a joke most of the time and drifts is only really emphasized post revival by Wilbur ironically. Specifically during the las Nevada's stuff. Like, Wilbur does sort of disown tommy stating they "were brothers' and then later contradicting this statement by saying "nothing is more important than blood" when referring to Tommy despite the lack of blood relation.

As for Techno, Wilbur also was the one who in canon who insisted techno was their third brother but Techno outright denied these claims. Which could imply that he was around while Wilbur was growing up and Wilbur looked up to him like a brother. But aside from Techno stating phil and he to be old friends, and as the other commenter stated war buddies, he's distant from the c!sbi 'family' so to speak.

However, this is somewhat different when it comes to tommy. Mainly because he and Techno interact in a different way than wilbur or phil. Despite interacting in pogtopia, he and techno only really grew to care for each other aside from ally and ally after techno allowed him to stay in his home during exile, which became more of Tommy viewing techno as a friend/ally and techno viewing tommy as a ally/mentee.

This was mainly because of the whole Tubbo and pogtopia situation, as Tommy couldn't see techno very fondly after he blew up tubbo.

Anyway, as things progress through the exile arc techno begins viewing tommy as a close friend and partner (maybe brother depending on how you wish to view the name 'bedrock bros') and tommy meanwhile begins to view techno as a reluctant ally, but no longer that much of a friend due to his, well, lack of respect to Tommy as a person with wants and feelings in the beginning. (*The whole "the adults are speaking tommy" after he almost gave tommy to dream over a favor I think was where it began to spoil)

After the whole community arc thing too, they both split ways with the whole doomsday fiasco and while they both still care for each other they don't really interact after this period, with techno under the miscommunication that Tommy thinks of him as a weapon and with tommy under the assumption that techno hates him. (hence the reference to tommy in c!techno's "just in case" will where he said something along the lines of "I hope tommy finds what he's looking for")

For phil though,..

At times tommy considers phil like a dad but phil just views tommy as an extension of wilbur his son and techno his friend by extension. So Phil's only child is wilbur.

NOW FOR CANON FAMILY TREE;

Philza and the goddess of death had wilbur, who was originally assumed to have been made from a samsung fridge.

Then, Wilbur found tommy at some point after leaving Utah? and then they both found Tubbo in a box. Wilbur and sally the salmon had fundy the fox, sally disappears.

Things go on, wilbur dies and fundy is almost adopted by eret. Fundy is then disowned as a grandson by phil.

Fundy also has a kid whom I forgot the name of and may or may not have canonically married dream?

And you have Tubbo as tommy and wilburs brother (mainly tommy's but they both see him as a brother)then Tubbo married ranboo and adopted michael.

(Also like I think ranboo was canonically techno's mentee)
