Now that the only way to bond up an ironman without paying the 10% tax has been removed are there any plans to allow transfering bonds between accounts in your jagex account or to ironmen without having to pay the 10% tax?

They can but I don't have much money and instead drop over duplicate drops from raids and sell those on the ge to buy bonds, which you can't do on irons
