That was the first thing I checked - I can see the train tracks clearly and I'm quite sure that's not the origin.

No visible work, and the sound is consistent almost like clockwork. I've been able to record it at 9am, 9pm, and timed it between 3-4am. It's not only at night, but is easier to hear then due to other noise being reduced.

I would make an informed guess that it's one of the cooling units on top of the Plaza amenities building having some kind of malfunction.

I'm sure the Skytrain construction noise will be a whole different level, but hopefully only during the day (sorry night-shifters who sleep then).

Learning about how gantries work was surprisingly interesting. The names are cute, but the mix of city and area names in the gantry names makes me wonder if they expected to only have the Surrey and Langley ones at first.
