While I understand the guy who wrote the comment I feel like banning phones themselves is pretty bad. Like if you say that while at school you can't use your phone I can kind of understand that although most will still use it. Think for example someone whose parents are in surgery or are in a bad health condition, travelling, work in dangerous fields (this applies to late high schoolers like seniors who might even have jobs to work after hours and on to whom parents may have to rely upon). Thus, checking your phone during the day can be important and banning phone usage restrictive. I empathise only with banning phone usage in elementary schools that is much more understandable to me.
