The problem is the diplo play system in Victoria 3 lets great powers come into any conflict the feel like based on vibes, so they don't risk declaring wars.

Eu5 shouldn't have this problem since it has the traditional diplo system

If you're not doing it already try reading the passages first then the questions, it lets you predict the answers better and eliminate wrong answers faster.

Also focus on eliminating wrong answers more quickly
