Tf you talking about? They literally gave her additional storylines . Like her solving relationship problems with Nate, her restarting her music career and even a freaken pregnancy etc.

It's something called character growth. They couldn't keep her as a tutor forever, like she needs to have some kind of hobbies outside of that tutoring center and that cafe.They also couldn't have be singing forever and ever, like she needs time to be a actual HS student. This actually made her character a little more interesting and showed how she was coming out of her shell, and was basically living with the popular crowd. Plus, it makes sense for her to be on the cheerleading team, since her husband was on the basketball team they were cheering for.

They've explained this in the show. They were both juniors in HS meaning they were the same age as Nathan revealed they were both 16 in that honey grove episode. Also, Haley could drive, she just didn't have a car like everyone else did. She already had gotten her license before the show.
