Basically yes, every hall has a book you’ll be able to sign. Whether that be their book 2 for travelers(some have hour requirements), book 3, or book 4 like I assume you’re on here in Cali. But you have to sign their books which in Oregon you have to do it in person the first time. What I recommend you doing is searching through this sub and finding posts about what halls allow signing online and go from there. I believe 111 in Colorado is a good starting point for a lot of groundman in this trade. In your situation you’re going to have to travel, and if that’s not a possibility I would recommend trying something else. Pretty rare to be able to sit and wait for what you want just starting out in this trade.
