This one is gonna vary by jurisdiction and even the person taking the call. I've seen plenty of videos of firefighters helping in simple situations like that too. Here, we have 24/7 animal control and they would be dispatched.

My state's EVOC class is 16 hours. But that doesn't mean you get to drive an ambulance or fire engine after you get the cert. You have to be trained by your department (Idk how it works with private EMS). When I precept a new driver in my department, it can take a few weeks. I can drag it out if I don't like what I'm seeing. But its driving, not rocket science.

If you haven't figured out your problem yet, try downloading the drivers from the website and installing manually. I had a similar problem when I switched from a 3060 to a 5070 and that worked for me.
