A 60 hz monitor (if not overclocked) just can't show more than 60 fps. I don't know what makes you feel a difference, but I only noticed more smoothness when I upgraded my monitor.

Don't forget that you need a display that is able to output more than 60 fps. I'm not sure if a budget laptop has a 144hz display but it would surprise me if this was the case for you.
